1)
Following user sent me (and probably others) spam via private message:

2) The thread to report spammers (spam user accounts) is locked. I can't report it there.

3) Generally speaking, what is the best way to report private message spam?

In the future, please use the Report violations, duplicates, misplaced posts, etc. thread. In this particular case, the user has already been banned because of a previous report in the reporting thread.

I don't think I see it as an inconsistency.

I do think I always saw it as an example on how not to report a user... multiple times. ^^

The link I removed (no text was removed but just a hyperlink) referred to separate user reporting thread, which was locked. The text guidance still recommends reporting the user instead of the post, in the instance that all of the user's posts are spam.

I guess what I'm saying is that I maybe feel it might not be a too bad of an idea to still have a link to the thread somewhere there, as an example, but we'll probably survive without, too!

As the original author of the offending (or at least, baffling ;)) link, perhaps I can shed some light. Note it was a link to a post, not a thread; specifically this post:
Once upon a time, I wrote:
I suspect a lot of people overlook the "Report this user" feature.

A suggestion to all, when you want to report a spam post:
1. Click the Profile button at the bottom of the post.
2. Check the link at the right margin, just above the profile box. If it reads "This user has been reported," you can stop. If it reads "Report this user," use it. :)
The intent was to provide instructions on the most efficient way to report a spammer while not cluttering the reporting thread with more boilerplate, thereby making it even less likely to be read.

The thread in question was never a reporting thread. It was a dumping ground where the moderators moved duplicate spammer reports, to make the point that only one report was needed for the banhammers to lock on to a target. I don't recall when or why it was locked but it was probably when the flood of duplicate reports subsided.
