I have a handbook/wiki KDE 4.14.3 install

Hello, I notice your join date is fairly new. If you are really new to Gentoo (as opposed to just now getting around to register on the forums,etc) it probably isn't a good idea to attempt this right now because it's not something that is officially supported and as such the documentation isn't going to be great and you are probably going to run into some issues. That said this thread has a lot of information:

To answer your questions though you really don't absolutely have to uninstall all of KDE4 using the removal link. It's just that doing so (or at least part of it) will often help you potential resolve blockers and other problems. Also sometimes people run into issues due to the old KDE4 config files although I think now this problem is more rare than in the past.

You can just follow the Plasma upgrade guide but like I said if you are new I highly advise waiting a bit to learn more and in the mean time sticking with more supported packages. It's very likely that you will hit some situation which will end up getting you stuck and you could even hose your install pretty badly which might take you hours or even days to fix.
