I have a file in which has an audio track that shows that the file is obviously at the wrong speed (it appears that it was just "slowed down" from 25.000 fps to 23.976 fps). It is trivial to fix the video, but that would not be worth much without fixing the audio, as well. :)

Is there any way of altering the audio track so that it will play faster (preferably at the proper pitch) without having to do a full reencode(maybe changing the sampling frequency stored in the headers - would that work?)?

Yes, I know that with a decent media player, I can simply speed up the playback, but I am looking to change the file so that it will play at the correct speed even if it is played with a (relatively) "dumb" television.

Speeding up the playback means resampling the output on the fly, it's not different from what reencoding would do.
