How connect laptop to TV with vga cable?

I am trying to connect my laptop (old one but still alive) to TV (philips smart HD)
with vga cable, but get wrong picture (diagonal lines) -
I tried change monitor settings and also with Fn+F5, but still no result.
Please inform if need to add any driver to kernel or any other idea?

If somethigis wrong at tv settings? Have you tried changing between PAL / Secam?
