Retroarch - config and gui?

I installed games-emulation/retroarch-0.9.9::roslin....had a couple of questions

1) I'm starting from scratch here...there is no /etc/retroarch.cfg like I read somewhere there should be. Is there a way to auto generate one?
2) is this supposed to be a gui front end? I was under the impression it was but it compiled so fast it doesn't seem like it.
