One word: ATAPI.
The short, simple, and not totally accurate description is that it's a subset of SCSI that CD-ROMs and such use to communicate over EIDE. Hence, since it's very, very similar to SCSI, under Linux "SCSI emulation support" enables re-use of the SCSI kernel modules to talk to IDE burners. There are native ATAPI drivers written for normal CD-ROMs (and some other ATAPI devices such as tape drives), but no native drivers for burners.
