I had incorrectly assumed that security issues would be resolved in world updates and only just accidentally discovered that is not the case and that security updates are handled through another process involving glsa-check. The manuals as they exist cover portage and emerge fairly well but shouldn't something as critical as dealing with security updates be outlined as well?

Also just out of curiosity why doesn't emerge do this?

Can you file this bug at Gentoo Bugzilla in Product "Documentation" and Component "New Documentation"? Read here how to write a bug report, for more in-depth details and troubleshooting steps you can read our Bugzilla HOWTO.

Emerge does it, if it is in the requested task.
If you emerge -u world, then only packages listed in the world file get updated.
If you also want all the dependencies, you will need emerge -uD world.
Now, if some package changes its deps, it happens that something isn't listed as a dep anymore and you'll miss it to update!
To cleanup that stuff you'll need to do emerge (-av) --depclean.
