I'm using the classic mode in gnome 3.8, I'm currently missing out on 2 very important functions:
the first one is teh ability to rearrange application icons on the lower panel(gnome 2), I need to rearrange the currently running applications
the second is the app launchers that used to exist on the top panel, I have many scripts that make my life easier and save my time

any recommendations or ideas are more than welcome

In one of the machines I maintain I needed to create a launcher for a script the user of that laptop needs to run. What I did is to manually create a .desktop file in /usr/share/applications/ and, then, add that launcher to his gnome-shell dock. I used, for example, /usr/share/applications/eog.desktop as a template

no matter how many times or scenarios I used to install the dock, I cannot install that extension, it just goes back to off as soon as I refresh the page

I refer to the standard gnome-shell dock (the one that appears at the left when clicking on Activities or moving the mouse pointer to the upper left corner

If none of the extensions in https://extensions.gnome.org/ work for you, I guess you could still copy that edited .desktop file for launching your script/program to ~/Desktop/. and it would be shown in your desktop (as nautilus still draws desktop by default in classic mode)

hmm that would be my last resort I guess, I'd rather have the icons on my upper panel though

Did you try dash to dock extension:
https://extensions.gnome.org/extension/307/dash-to-dock/

Just used by first time with Gnome 3.8 and looks to work fine for me :/

just froze my PC, also it does not support dragging or rearranging the applications
