One could do that and even set a post limit, but ... they will just create a new account. The problem with that is that instead of being able to nuke one account you now have to find multiple accounts. And then you could set another limit to prevent them from creating accounts fast, but ... people will then switch IP, at which you lost the straight forward ways to track the individual spammer. And even then you could set up a browser fingerprinting system, but ... you risk not being able to uniquely identify the browser anymore, and they can use an user agent switcher to work around it.
It's a cats and mouses game; whatever you do, it's harder for the cats to implement the mouse trap than for the mouses to dance on the table and escape. At best you can fool automation with something like reCAPTCHA; but manual actions that are aided by automation (form filling, IP switch, ...) are much more tricky to fool. |

Another idea:
Advanced users (eg. level 4)
when reporting a user level 0
do not only report
but change the posting to dustbin automatically
if they keyword the report spam (*)
Risky? But largely would wall out spammers in null time ....
PS(*): better a very special keyword then:
spammer_for_sure |
