bzip2-1.0.2-r3 ebuild broken? CC problem

The bzip2-1.0.2-r3 ebuild which I just received from my sync appears to be bad. When I try to emerge, the system configures as if CC were defined as "". Not surprisingly, the ebuild specified CC=${CC} or something like that, which if you do not have your CC environmental variable set (e.g. the default), causes great distress.

Removing the CC= and CXX= bits from the ebuild allows for a normal emerge.
