xfce4 applications menu edit button missing [solved]

i cant edit my xfce4 applications menu entries. my desktop i can. both xfce 4.10.0. this machine has less groups, and less permissions than the desktop. it has less gnome also. im trying to keep it locked down to xfce4 only and no bloats.

digging and digging gives hints at alacarte package controlling the menu editing. desktop has this package installed too.

alacarte unlocked the edit menu button. this has been bothering me since my LFS days a long long long time ago.
