Hello.

Someone has an idea why some packages are re-emerged over and over? Everytime i emerge something some packages have a litte red "r" and a big yellow "R". Thats somehow new to me.

hostname ~ # emerge -puv system

These are the packages that would be merged, in order:

Since they are python pkgs, I think it is python-exec:2 troubles. Make sure you have both slot 0 and slot 2 versions installed. There was some trouble when slot 2 was first added, but that was fixed. It is suppose to upgrade them quietly now.

Code:
emerge python-exec:2

should fix the problem.

Also if you used "-uvDN" emerge options it should have worked correctly as well.

A small red "r" means "forced reinstall". Usually this is a package that would otherwise be broken due to library dependencies or similar issues.
