I would like to have a gui to view and sometimes change users, groups and permissions.
I know it is possible to learn cli commands, which I will do if necessary.
I have xfce4 and lxde and installing gnome-system tools brings in unwanted gnome dependencies.
Another internet search came up with "linuxconf" that does the same, does this still exist? it doesn't seem to be in portage.

Try app-admin/webmin.

Thanks for suggestion. Wow there is a 800 page manual to it! I can configure every conceivable config file with it. I will have a go at the users and groups module.

Not exactly GUI but Midnight Commander can do it to - key shortcut is "ctrt-x c". |

I think the OP was asking about a tool that would manage users and groups: add / delete users & groups, not just changing ownership & permissions of files (although he asked for that as well).

yeah, useradd userdel groupadd groupdel functionality also....
webmin is a hurricane of info, where can you useradd, userdel, groupadd, groupdel, chown, chgrp, chmod in webmin? i looked at the wiki page for webmin but didn't find much.

I only want to mention that for completion the list, but it's only a helpful Tool if you're a KDE-User.
It's called kde-base/kuser.
