emerge --sync done this morning. Then a system update gave some pam updates and then couple of etc-updates. After which emerge world gave the following unmet ssl requirements.

Code:

~ # emerge -avuDN @world

These are the packages that would be merged, in order:
Calculating dependencies -

!!! Problem resolving dependencies for net-ftp/proftpd from @selected                                                                                                  ... done!

!!! The ebuild selected to satisfy "net-ftp/proftpd" has unmet requirements.
- net-ftp/proftpd-1.3.4c::gentoo USE="acl caps ipv6 mysql ncurses nls pam pcre ssl tcpd -authfile -ban -case -clamav -copy -ctrls -deflate -diskuse -doc -dso -exec -ident -ifsession -ifversion -kerberos -ldap -memcache -openssl -postgres -qos -radius -ratio -readme -rewrite (-selinux) -sftp -shaper -sitemisc -softquota -sqlite -test -trace -vroot -xinetd" LINGUAS="-bg_BG -en_US -fr_FR -it_IT -ja_JP -ko_KR -ru_RU -zh_CN -zh_TW"

The following REQUIRED_USE flag constraints are unsatisfied:
    ssl? ( openssl )

The above constraints are a subset of the following complete expression:
    ban? ( ctrls ) sftp? ( openssl ) shaper? ( ctrls ) ssl? ( openssl )

(dependency required by "@selected" [set])
(dependency required by "@world" [argument])

What has changed between June and today? What are these "unmet" requirements?
Code:

The following REQUIRED_USE flag constraints are unsatisfied:
    ssl? ( openssl )

The way I understand this message is: If I have USE=ssl then I need to also have USE=openssl

nano /usr/portage/net-ftp/proftpd/ has these 2:
proftpd-1.3.4c-r1.ebuild
proftpd-1.3.4c.ebuild

and both use have ssl and openssl. Am I missing something here?

my emerge --info:
Code:

 ~ # emerge --info

No, you're not missing anything and your interpretation is correct: add the openssl USE flag.

Thanks John. I thought as much. However the package build proftpd already has it unless I am missing something here.

You can't tell what USE flags are enabled by looking at the ebuild; all you can tell is what USE flags the ebuild responds to. You have to look at emerge output. What you posted above,
Code:
!!! The ebuild selected to satisfy "net-ftp/proftpd" has unmet requirements.
- net-ftp/proftpd-1.3.4c::gentoo USE="acl caps ipv6 mysql ncurses nls pam pcre ssl tcpd -authfile -ban -case -clamav -copy -ctrls -deflate -diskuse -doc -dso -exec -ident -ifsession -ifversion -kerberos -ldap -memcache -openssl -postgres -qos -radius -ratio -readme -rewrite (-selinux) -sftp -shaper -sitemisc -softquota -sqlite -test -trace -vroot -xinetd" LINGUAS="-bg_BG -en_US -fr_FR -it_IT -ja_JP -ko_KR -ru_RU -zh_CN -zh_TW"
clearly shows that the openssl USE flag is unset.

Thanks John. After adding the openssl under make.conf use - portage is updating fine.
However, one more puzzle to understand, how would you interpret this:
Code:

!!! The ebuild selected to satisfy "dev-php/suhosin" has unmet requirements.
- dev-php/suhosin-0.9.33::gentoo USE="" PHP_TARGETS="-php5-3"

The following REQUIRED_USE flag constraints are unsatisfied:
    php_targets_php5-3

The above constraints are a subset of the following complete expression:
    any-of ( php_targets_php5-3 )

Hi you don't have set PHP_TARGETS
you can set in make.conf or per package bases in package.use

PHP_TARGETS="php5-3" in make.conf or

dev-php/suhosin php_targets_php5-3 in package.use should do the trick.

more info here http://www.gentoo.org/proj/en/php/php-upgrading.xml#doc_chap3
