ctrl:nocaps not working in X

In my XF86Config file I have tried the following keyboard options to enable the control function on the caps lock key:

Option "XkbOptions" "ctrl:swapcaps"

and

Option "XkbOptions" "ctrl:nocaps"

The former option is what the documentation on the www.xfree86.org site said to put in the config file, and the latter is what I had in my debian woody XF86Config-4 file. In either case, the option(s) doesn't work. Anyone have the same problem and what is the solution to make caps lock become ctrl?

Although you might not want to do it this way, I swap Left-Ctrl with Capslock with this in my ~/.Xmodmap:

!interchange Caps Lock and Ctrl
remove lock = Caps_Lock
remove control = Control_L
keysym Control_L = Caps_Lock
keysym Caps_Lock = Control_L
add lock = Caps_Lock
add control = Control_L
