Try `perl-cleaner --all`, if that doesn't help then please file a bug at https://bugs.gentoo.org about this missing dependency and do `emerge dev-perl/Locale-gettext`.

Do the emerge dev-perl/Locale-gettext before perl-cleaner, and if that fails, do as Tom suggests.
