I have been trying to get it to work for a while now. I can input locations and everything seems to work on that front. However, it never fetches weather data.

I'm not sure if this helps, but here is my rc file:

mine works though its 8.2 and marked as obsolete. wheres the .rc file located?

I finally managed to get it working. I had to recreate it quite a few times before it would get a connection. Once it gets one connection, then it seems to work fine after that.
