Code:

vps-0112 etc # emerge portage

!!! Your current profile is deprecated and not supported anymore.
!!! Use eselect profile to update your profile.
!!! Please upgrade to the following profile if possible:
        default/linux/amd64/13.0/no-multilib

Calculating dependencies... done!

!!! All ebuilds that could satisfy ">=dev-libs/expat-2.1" have been masked.
!!! One of the following masked packages is required to complete your request:
- dev-libs/expat-2.1.0-r2 (masked by: EAPI 4)

The current version of portage supports EAPI '3'. You must upgrade to a
newer version of portage before EAPI masked packages can be installed.
(dependency required by "dev-lang/python-2.7.3-r3" [ebuild])
(dependency required by "sys-apps/portage-2.1.11.62" [ebuild])
(dependency required by "portage" [argument])
For more information, see the MASKED PACKAGES section in the emerge
man page or refer to the Gentoo Handbook.

if i set the right profile it doesn' t work of course.

What is your current profile (post full emerge --info)? This is not the biggest problem here though. Let's see below.

Please try the following instructions: http://www.gentoo.org/proj/en/portage/doc/manually-fixing-portage.xml

Latest stable version is 2.1.11.55 .

Feel free to post with more questions or further errors down the road.

Please try making a backup copy (quickpkg) of util-linux, unmerging it, and doing the update.

Unmerge the packages that are masked on no-multilib profiles...

Glad you got to that point - things should work pretty well from now on. :D Good luck with finishing your upgrade.

I' ve got a lot of trouble i rebuilded the vps succesfully.
from begin:
emerge --sync OK
vps-0112 ~ # emerge portage

!!! Your current profile is deprecated and not supported anymore.
!!! Use eselect profile to update your profile.
!!! Please upgrade to the following profile if possible:
default/linux/amd64/13.0

newer version of portage before EAPI masked packages can be installed.
(dependency required by "dev-lang/python-2.7.3-r3" [ebuild])
(dependency required by "sys-apps/portage-2.1.11.62" [ebuild])
(dependency required by "portage" [argument])
For more information, see the MASKED PACKAGES section in the emerge
man page or refer to the Gentoo Handbook.

would be better. and also read the news.
there have been a few things that changed, especially the udev thing recently. But i think you can worry about udev after upgrading portage.

the eapi mask is not so good though. maybe you can try merging portage-2.1.11.55 at first (emerge -1 =portage-2.1.11.55
if you have problems with EAPI masks here too, u need to get a portage binpkg from somewhere.

PS: you should use "emerge -1 portage". u don't need portage in your world file under normal circumstances

EDIT: expat is only needed by python with the xml flag enabled.
So trying "USE=-xml emerge -1 portage" could also help

That news are two years old

the news talk about udev and base layout
Code:

...
2013-04-10-baselayout-1-deprecation-final-warning
  Title                     baselayout-1.x deprecation final warning
  Author                    William Hubbs <williamh@gentoo.org>
  Posted                    2013-04-10
  Revision                  1

WARNING! THIS NEWS ITEM REQUIRES IMMEDIATE ATTENTION!

On 28 Jun 2011, baselayout-2.x and OpenRC were first marked stable on
all supported architectures in Gentoo Linux.

Although we no longer support baselayout-1.x, we have continued support
for migration from baselayout-1.x to baselayout-2.x and OpenRC.

According to Gentoo policy, the support for migration was slated to end
on 28 Jun 2012, a year after OpenRC was first marked stable.

This is your final warning. openrc-0.11.8 will be the final release of
OpenRC to support migration from baselayout-1.x.

If you do not upgrade your system to baselayout-2.x and openrc-0.11.8
before openrc-0.11.8 leaves the tree, you will have to perform the
migration manually when you upgrade or you will be left with an
unbootable system. Manual migration is not officially supported, and
could include fixing things with a live cd or re-installing your system.

For questions about how to migrate your system, see the OpenRC migration
guide [1].

[1] http://www.gentoo.org/doc/en/openrc-migration.xml
...

This is the most important and recent in my opinion

Yes, i agree. How to update portage in this particular case?
I followed the guide above and now i have tis situation:
Code:

[ebuild     U  ] sys-apps/portage-2.1.11.62 [2.1.9.24] USE="(-pypy2_0) -python2% -xattr%" LINGUAS="-ru%" PYTHON_TARGETS="python2_7%* python3_2%* (-pypy1_9) (-pypy2_0) -python2_6% -python3_1% (-python3_3) (-python3_4)"
[blocks B      ] <app-admin/logrotate-3.8.0 ("<app-admin/logrotate-3.8.0" is blocking sys-apps/portage-2.1.11.62)

!!! Multiple package instances within a single package slot have been pulled
!!! into the dependency graph, resulting in a slot conflict:

sys-libs/readline:0

(sys-libs/readline-6.2_p1::gentoo, ebuild scheduled for merge) pulled in by
    >=sys-libs/readline-6.2 required by (app-shells/bash-4.2_p45::gentoo, ebuild scheduled for merge)

  (sys-libs/readline-6.1::gentoo, installed) pulled in by
(no parents that aren't satisfied by other packages in this slot)

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously.

For more information, see MASKED PACKAGES section in the emerge man
page or refer to the Gentoo Handbook.

!!! The following installed packages are masked:
- sys-apps/module-init-tools-3.5::gentoo (masked by: package.mask)
/usr/portage/profiles/package.mask:
# Samuli Suominen <ssuominen@gentoo.org> (07 Mar 2013)
# Masked in favour of sys-apps/kmod. Now is the time to file
# bugs against sys-apps/kmod if you have issues with it you
# didn't with module-init-tools.
# Later removal at 01-01-2014 by request from eudev maintainers

For more information, see the MASKED PACKAGES section in the emerge
man page or refer to the Gentoo Handbook.

do i have to uninstall readline, logrotate, module-init-tools and set the new profile?

Which one did you try? USE=-xml emerge -1 portage ?

so first do this
Code:
emerge -C module-init-tools
emerge -1 kmod

and then see what happens when you try to update portage
