I'll confess -- I've been running gentoo for years, but I tend not to keep my system up to date. This obviously causes problems when I want to install a new application, since the system will complain about 200 other updates it wants, or I'll have to jump through a bunch of hoops to get dependencies resolved, etc.
I'm usually pretty good at figuring out the dependency problems and blocks and other updates that have caused many problems over the years (the libxml and poppler updates come to mind), but with the recent changes and updates to udev, kmod, devtempfs, move to openrc, etc. and the number of problems that I've seen being reported, am I better off just doing a fresh re-install of the system? (Noting, of course, that the Handbook appears to be woefully out of date and does not account for many of these recent changes)
Right now returns:

Portage also seems to be incredibly slow -- every time I run with the -p flag, the "calculating dependencies" exercise takes 3 to 4 minutes, even if it should have been cached.

The move to openRC was over a year ago. For any system that old, a reinstall would be much better. You may be able to update, but I wouldn't bet on an easy path. The handbook is also not out of date. There are no major changes. The new changes in udev, kmod, and devtempfs where actually quite painless and invisible if you where rolling with them. The only reason that you are noticing them is because you system is so far out of date.
The guides for updating to baselayout 2 are online, and you will have problems with GCC and glibc. I do believe that a reinstall would be faster.

| Well, 155 packages ain't that bad, and resolving the blockers is just a matter of deciphering what portage is trying to tell you, then upgrading a few single packages with emerge --oneshot to resolve the blocks. |

It's not that many, but the vast majority won't compile or install due to various errors, even if I do it with --nodeps, which claims to have no blocks. The biggest block issue appears to be the kmod/mod-utils one, but even with --oneshot, kmod won't install because it claims there are file conflicts. |

Of course there won't be blocks with --nodeps. 
kmod I suspect would build after 'emerge -C module-init-tools'
Anyway, this is hard to give-remote-advice for. |
