Can not install linux-headers in gentoo prefix

I try to install linux-headers in gentoo prefix on redhat
but I got the following errors:

Since you use Redhat and have a permission-problem: have you checked for avc denials?

If you have rights to do it check dmesg - if not you can ask the root of the system. Otherwise you could try to find a directory with unconstrained_t (ls -Z) if your user is also unconstrained_t (id -Z) - most likely you won't hit any denials if you were unconstrained, though...
