Hi,
I don't get this complain:

You're using unstable udev (sys-fs/udev-195) which needs udev-init-scripts which is also keyworded. You need to keyword a newer version of the latter, in /etc/portage/package.keywords (or just the package without a version) since 17-r1 is in the tree. It might be that you need to emerge that first (though it shouldn't.)

Alternatively, you need to sync again.
