Is anything in common between equery changes & eix-update (in the change of log sense?)
Or it is appart from ChangeLog conception.

I'm not a sure Gentoo user, nor a developer. Can't understand. Do I need than kind of information as very novice user? I've met it in eix man:

eix-update generates a binary cache from your  local  portage-tree  and overlays.   eix  searches  this  cache  for  packages  that  match  the  restricting criteria you specify in EXPRESSION; if you specify no  such restriction, all packages are output, of course.  eix-diff compares two binary caches and finds packages that were added, removed or for  which the highest stable versions has changed.

Do I need to know about eix?

I would say: Just try it, e.g. with
Code:
eix "gcc*"

eix will give you a convenient overview over the available and installled packages/versions.
Eix does not show logs. eix-diff shows you which packages/versions have changed at your latest eix-sync.
