Greetings to all
Our upstream provider setup filter for VIOP , and that makes my lot of troubled ive blocked 5060 and 5061 but still my ips get blocked , my WAN interface is eth0 and lan Interface is eth1 . is there any thing that could help to block all voip so thta it prevent my wan ip to get blocked ? Looking forward for your kind response.

I would run tcpdump on both interfaces to see if perhaps the VOIP traffic is running on a different port.
Also, what are the chances of the traffic going through a VPN ? That would certainly put a spanner in the works.
To be honest I don't really understand what you are trying to do ? Why do you want to block traffic that is already blocked upstream ?
