Since emerge downloads all files during installation,
I don't think the version number is very important.
What exactly do you mean with "compatible" to the official release?
I don't think the official release will be very different from the current 1.3b,
especially if you use the stage1-tarball.
So don't expect many grave changes of the tarball in the 1.4 release,
I guess the changes will affect more the portage tree, portage itself and new apps like a "graphical intaller" etc.
Anyhow, if you decide to test 1.3b, you can upgrade it with "emerge -update world", an you'll have a 1.4 System when it's out
In my opinion you should give it a try, if the bootsrap fails or anything else goes wrong, you can still wait for the 1.4 release!
