Do we need a libdv flag?

Libdv is a library for processing material from digital video cameras.

It is depended on by several multimedia apps (e. g. Mplayer), so it is installed on many systems. Probably, there are only a few people actually using it, so in my opinion this would be a good candidate for a use flag!

If this is true (no idea about mplayer dependancies) then maybe you should try submitting a bug report.
