Does any mechanism exist to set and remember USE flags on a per-package basis?

No. Theres been a lot of talk about it. It may be in an upcoming version of portage.

I wonder if I can already use something like it's in the file "/usr/portage/profiles/use.local.desc". Seems like a step in a very right direction. Just wonder how did it make to my box if local USE is not completed yet. Or is it?

That and ACCEPT_KEYWORDS. :P

I'd do it myself but I'm way too busy lately.

Also, you have to worry about the dependencies too. With what use flags should they be compiled?

I think this is a list of ebuilds that have USE variables that are not standard, as in, not in /usr/portage/profiles/use.desc

For instance, "offensive" isn't a standard USE variable.

There is a patch for portage to get this feature on bug 13616 (untested).
