tar files?

I have downloaded a bunch of tar files... some are .tar.gz, others are .tbz2

I want to be able to emerge them into my system...
I tried copying everything from my cd to the /usr/portage/distfiles and it doesn't work

is there some sort of switch or configuration I need to do to emerge all these files?

In order to emerge them, you'd need to write an ebuild for it. You can get started with the Ebuild HOWTO from the Docs page. Also see /usr/portage/skel.ebuild and 'man 5 ebuild'.
