I have seen some boxes that boot a splash image, some that boot verbose. What I am looking to do, I have seen before. I want to take a jpeg I have (if I have to change size format ect that is fine) and have it in the background as the verbose and the green OK OK OK´s run accross the screen much like a grub background image. How do I set about donig that. Nothing fancy, no progress bar nothing like that just a background image

Look for fbsplash. Splashutils I believe has a bunch o' junk you'll need to format your jpegs.
You'll need a patched kernel, but nothing much.
http://gentoo-wiki.com/HOWTO_fbsplash shows you how it's done.
