How to let java set English as a default Language

For Chinese input I change LC_CTYPE=zh_CN.UTF-8, then java output Chinese, like javac, the letter on JButton. And there a lot of Block since it cannot show Chinese completely. I want to just change setting in java VM so that English become its default language. How can I do it?
