very strange unicode utf8 issue

i wrote a text with diacritics i use in Romania : http://ts.cnscm.ro/2.txt [the first 5 lines]. it shows up just fine in firefox , nano , kate and konqueror.
all my friends either(linux or windows)users tell me the text looks nasty , with artefacts.
i have followed the gentoo-wiki/howto-use-unicode-utf8-guide or something.
any suggestions?
i`m desperate...
