chroot: /bin/bash: Permission denied

hi,
when i type
# chroot /mnt/gentoo /bin/bash
i get
# chroot: /bin/bash: Permission denied

at the very start of the install process, i did change my root password using
# passwd root

help?

ls -ld /bin/bash , see if u can chmod it
from my personal experience is the way u format ur partitions .

i am pretty new to linux
here's the result:
#ls -ld /bin/bash
-rwxr-xr-x 1 root root 686586 (date/time)

i partitioned using fdisk, didnt see any options for permissions?
hdf1 ext3 type 83 /boot
hdf2 swap 82 swap
hdf3 ext3 83 /

how to chmod partition permissions? or chmod /bin/bash?

per my copy of "running linux"
another possibility was a corrupted media.
i redownloaded checked md5 and started another install.
