Portage TODO list?

anywhere I can see a TODO list for portage?

regarding f.ex. what the plan is in regards to bug #17473 (which is implementing protection of other packages files - so an emerge of one package doesn't overwrite another packages files (which does happen on occation).

p.s. This feature has been a part of rpm and dpkg for a long time. It's especially important now when Gentoo is becoming so widely used that third-party ebuilds is certain to show up (with bugs like this I'm sure
