1) Are you sure portage is properly installed? It should reside in /usr/lib/portage (I think it's the same on PPC as on x86)
2) There should be a symlink /usr/bin/emerge pointing to /usr/lib/bin/emerge
3) To be able to successfully execute emerge, you have to have certain permission. As root (su) there shouldn't be any problems, but as a "normal" user emerge will propably fail due to file permission issues.

Maybe you can find a hint in the PPC FAQ, or other related documents in the official Gentoo Documentation project.

hth,
pi~

Propably you should try to reinstall portage alltogether, even if that means to start all over. Are you sure you never did a "emerge -C portage"? (big no-no!)
There used to be a thread about how to solve the "my portage is gone!" problem.

Regards,

On my system, I have to use
Code:
sudo emerge whatever
to make it work. If you'll be working heavily with root powers in OS X's terminal, used
Code:
sudo -s
to make the entire terminal session root. OS X doesn't have root enabled, so "su" doesn't work.

Another convenience is adding, "alias emerge='sudo emerge'" to your "/etc/profile". Then "emerge" will prompt you for your password.
