It's part of the new "keramik" theme. It will be out with KDE 3.1.0. If you absolutely can't wait, you could try downloading it from [url]kde-look.org[/url], there have been a few posts of code excracted from cvs versions of KDE.

1. you get the tarball from www.kde-look.org
2. uncompress -> tar xvzf 2194-keramik.tar.gz
3. go to the directory -> cd keramik/
3. you set you kde environment -> export KDEDIR=/usr/kde/3
4. set the autoconf version to fake -> export WANT_AUTONCONF_2_5=1
5. start compiling -> ./build_transt_keramik.sh

...

wait...

...

6. open Control Center-> Look & Feel and change Windows Decoration and Style

Wrong..
this won't be part of the new KDE 3.1.
The Keramik Style will be part of KDE 3.1 but not the transparent panel.
