I'm new to using Gentoo on MacOSX and having a little trouble. I've changed ACCEPT_KEYWORDS to ppc-macos and then tried to emerge portage, and this is what happened. Am I doing something silly?

No, you are just using a version of portage that doesn't have the dosbin fix yet. See this thread: https://forums.gentoo.org/viewtopic.php?t=235758
