RC1 did recognize my rtl8139 automatically. With rc2 I had to insmod the module first. Is this by-design?

I would say yes.

The reason is to keep the kernel image size down. By not compiling all possible NIC's, chipsets, filesystems and other drivers into the kernel, but leaving them as modules, the size of the linux kernel can be kept small and allow it to load fast. Then you can easily insert the specific module that you need and just increas the kernel size by a few kilobytes rather than by several megabytes.

There also seemed to be a lot of confusion earlier about which modules were installed in the kernel and which were modules, so it appears they went with the module approach this time for everything (most, at least).
