Regarding "on" on boot issue in Red Hat it looks like the
problem is with the USB initialization in Red Hat.
Haven't found nice solution yet, but I found a nasty but
simple hack for RH 7.3 : just add:
/sbin/modprobe prism2_usb
/sbin/modprobe your-usb-driver
to the beginning of /etc/rc.d/rc.sysinit + of course standard
stuff to /etc/modules.conf and
/etc/sysconfig/network-scripts/ifcfg-wlan0

# Copyright 1999-2002 Gentoo Technologies, Inc.
# Distributed under the terms of the GNU General Public License, v2 or later
# $Header: /home/cvsroot/gentoo-src/rc-scripts/etc/modules.autoload,v 1.3 2002/0

# /etc/modules.autoload: kernel modules to load when system boots.
#
# Add the names of modules that you'd like to load when the system
# starts into this file, one per line. Comments begin with # and
# are ignored. Read man modules.autoload for additional details.
# For example:
# 3c59x
prism2_usb
