In package.mask it is marked as permanently masked, does this just mean that it wil not be unmasked until the official KDE 3.1 is released?

it probably will not be unmasked even when kde 3.1 comes out. the reason for this is that there will most likely be an ebuild for the final 3.1 release, and therefore, will eliminate any need for the beta ebuilds.
either way, unmask it and give it a go. i have beta2 installed and it runs near perfectly.
