MS Windows Type Enviroment

Does anyone know how to create a MS Windows type of environment? I saw some Linux machines running Window Maker. They also had a program on them that I thought was KDE but is ran at the same time as WM and it had icons and a directory tree that looked like Windows.

If you use KDE, there are several Windows-styled themes on http://kde.themes.org.
