Well, I had this problem a week ago. As far as I remember, I unmerged gnome-system-tools and app-admin/system-tools-backends then reemerged gnome and it just worked. I have had this issue since the first 2.10.x release.

This http://fort.xdas.com/~kor/oss2jack/ could be an interesting alternative to q3jack. I still haven't test it.
It seems to be a more generic solution for oss emulation issues.
