If I use KDE, I have no issues.

With xfce, recently, I get complete distortion everywhere if I start certain programs like avidemux or chrome. The screen may blink a little and you can't see much, the icons on the bottom will only appear if I run my mouse over them.

Is this a common issue or unique to me?

I don't have issues with xfce on multiple machines... I never tried KDE with Gentoo.

I'd probably start with re-emerging the GTK libraries just to make sure they're fresh but it may be something more sinister going on, maybe some bad interaction with an older video driver?

When I was running xfce on my laptop (the laptop eventualy breathed it's last breath and died on me) with dual screens, I never had any issues like that. The only issue I had was the system wanting to have both screens be the same resolution (doesn't help when the other monitor is significantly larger).

At the risk of revealing how ignorant I am, what packages should I start with to re-emerge the GTK libraries? My video drivers are fairly new, and I did notice this appears limited to applications that use gtk.

EDIT: Your problem indeed sounds like bad interaction between X.org server and the graphics drivers and x11-libs/cairo. Wouldn't be the first time.

I tried that, same thing. It's not just when avidemux is started, you can see all of it on the bottom icons from the moment you login. I miss when xfce4-session worked properly. :(

You might want to check out freedesktop.org's bugtracker to see if someone else has reported these issues. I unfortunately don't own a Haswell machine to try this on, xfce seems to work OK with my i945gm graphics. I did not try xfce on my Ivybridge and Sandybridge machines however, but they have Gnome3 on them...which also should use gtk...and they work fine.

Try downgrading x11-drivers/xf86-video-intel first, one version, then second, then third, ...
It shouldn't be required to downgrade media-libs/mesa

That's at least what I'd try first
