Why hardened stage3 hasn't udev in /etc/runlevels?

Few moths ago when I installed Gentoo Hardened I noticed that there wasn't udev in any runlevel (it should be in sysinit, right?). Back then I thought it's just a temporary bug in weekly build. But now I see this situation persists.
So why it's like that? Is it a bug or is it done on purpose?

Udev is started from either /etc/init.d for openrc or wherever systemd's startup files are.

I know how to start udev manually. The thing is, udev should autostart at boot, and in order to do that it should be present in sysinit runlevel.
And so it is in vanilla stage3.
But for some reason it isn't in hardened stage3, and you have to add udev to sysinit runlevel manually via rc-update.
I wonder if this is a bug or what?
