Does this page still exist? I can't seem to find a torrent and I don't have a stable internet connection where I am..

I have no idea where you live so I made a torrent of the latest install is : install-amd64-minimal-20131010.iso
It has got 7 webseeds around the globe so you should be fine availability wise.
Making one for the LiveDVD is going to take longer, let me know if you want that one.
