As we know, the man utility will 'cache' rendered man pages for a particular resolution. Where is it located? Man's man page states that it's in the same directory as the man pages are, but when you're executing man as root, access to those directories will be denied.

Are you talking about cat or cache?

coreutils provides my /usr/share/man/man1/cat.1.gz (not on Gentoo)

It seems to be /var/cache/man/ on my system, though that's empty since I don't use terminals <= 80 chars.

I's called a cat page. My /var/cache/man is also empty.

No cat pages are saved when they are formatted for a line length different from 80.

Looks like a legacy feature.
