I have a Gentoo VM on which I don't have any consoles on. I can watch the system boot up, but then I never get a prompt to log in. I know I need to launch /sbin/getty on c1 but do I need to do anything else?

on some of my boxes compiling i915 intel video driver OUT of my kernel fixed this.

I haven't updated my kernel on this VM yet and I seem to remember having it before, so I don't think its a kernel thing.

Your init, perhaps? You can have all the things you want in /etc/inittab to no effect if your init doesn't care for it.

Among others, there are OpenRC and systemd. OpenRC is the default on Gentoo and uses /etc/inittab to bring up the consoles (perhaps this can be configured, I don't know). systemd does not care about inittab and instead uses its service definitions to determine what to bring up on start. If you don't know about these things, it's likely that you're using OpenRC in which case I don't know what's the problem. I'd try what 666 told you
