The kernel/software or any digital system cannot make these analog based static noises.
This's a hardware issue. Check earth.

Is your ALSA set up to write your asound.state file on shutdown? Keep a copy of that file from when it was clean, if you can.
The motherboard might not be resetting everything after a reboot - to be sure, cut all the power to the motherboard, i.e. mains power, and remove the battery if it's a laptop (doesn't matter about the tiny time-keeping battery on a motherboard). And ALSA may not be resetting everything. This, along with your asound.state file maybe being changed too, explains why reverting back to kernel 3.2 didn't fix the audio when you tried it.
I would recommend kernel 3.10 rather than 3.11 - 3.10 will have long-term support, and 3.11 is too new (and therefore buggy) right now.
