if bad taste was a crime, half of american tv would have to go. we wouldn't want that, would we?

I see it as one of the downsides of living in a civilised society. You will see things you don't like, shat pants is one of them. it is a really peculiar fashion though. It has had some serious staying power too. It's been 15 years or so since those have been "in".

most regulations on clothing are a violation of the first amendment. saggy pants regs have been held unconstitutional in a few cities now already.
