Emacs loads on start system plugins and settings and after that loads user-specific plugins and settings by default. I'd like to create standalone emacs installation that would behave identically on different computers where same emacs binaries exist and I have no intentions of unifying all other environments.

There are two questions:

1) how make a separate emacs installation that ignores system and user settings.
2) What emacs package manager prefer to maintain installed plugins?
