I repeatdely get an error message when trying to emerge the package kde-i18n-3.0, during compilation. Has anybody else experienced this, is the package broken, or is something wrong with my system?
I'd definitely need the package 'cause I'd like to use different keyboard layouts under KDE.

Same problem, possibly.
Kde-i18n-3.0.2
Both times I tried to merge kde-i18n. I didn't have the presence of mind to look in app-i18n: I blithely assumed kde-i18n was part of kde-base at first, and ended up with a monolingual kde, which is sort of like a golf bag with one iron in it.
In app-i18n are all the individual configurations.
I still get these messages when emerging russian:
No template named "procedure.formal" exists in the context named "title" in the "ru" localization.
make[4]: Circular index.cache.bz2 <- index.cache.bz2 dependency dropped.
No compile crash --
Went to Control Center -> Peripherals -> Keyboard
'Layout' tab, checked 'Enable'. Checked Russian 'yawerty'
keyboard layout. Went to 'Options' tab.
Under 'use keyboard LED to show alternative group' picked Scroll Lock from the pull-down menu.
Under 'Group Shift/Lock Behaviour' chose 'R-Alt switches group while pressed'.
можно · · · Maybe yes, maybe no. I DO get Cyrillic on the screen. It didn't work in the Submit Form box once I previewed the text.
