The real problem here is that women don't want to admit how fat they are, and they buy sizes too small for themselves. Fabric like this becomes see-through when it's stretched too far. But if the company said that, women would be outraged and never buy from them again.
So they'll just do what most womens' clothing manufacturers do: label everything a size or two smaller than it really is.
